PEAR（PHP Extension and Application Repository）由Stig S. Bakken于2000年在PHP开发者会议（PHP Developers' Meeting, PDM） 上提出，目的是实做可以重复使用的函式库来提供PHP社群使用。

这个计划的目标为：

• 提供有架构的程式码。
• 提供社群可重复使用的函式库。
• 建立PHP编码风格标准。
